Modelled across the four Greater Victoria fire departments, the largest impact comes from adding coaching capacity to the resilience and self-regulation tracks — two dimensions where recruit baseline scores currently sit lowest. Base-case reassessment lift improves by ~18 points over 120 days when those tracks are prioritized.
